Chartered Professional Engineer with 40 years of engineering and project management experience in ITS and road tunnel systems, telecommunications networks and wind farms.   Successfully managed various government and private infrastructure projects through the whole asset life cycle from development, delivery to operation and maintenance (O&M) stages.   During the last 20 years in TfNSW Motorways he was leading and facilitating the development and implementation of advanced ITS technologies, standards and specifications for OMCS, which is the Traffic and Incident Management System (or ATMS) fully integrated with tunnel plant, communications and safety systems. To provide communication between Transport and Motorways control centres Victor implemented the Centre to Centre (C2C) interface based on the international open standards (NTCIP, TMDD). Authored and presented technical papers ITS World Congress 2016 and ITS AP 2021.
